Do you guys come up with a melody first, then create progression that sounds good with it, or do you come up with a cool sounding progression, then add the melody?

I've done both I think and I know there's never a "right" way, but I was wondering what you guys like doing in terms of having a creative workflow.

Personally I think I come up with a melody to match a cool chord progression more often
