I've been trying to a song for like 8 months now, i was able to make a couple but i was extremely lucky during those time. I then dwelled into relatively complex music theory, mostly modal jazz and improv in hopes that i could improve my knowledge of chords, harmony and improv for melodies. but after learning all of this, i had more difficulty making melodies then before when i barely knew any theory.
my main problem is melodies since i can somewhat work my way around chord progressions because there is so much documentation around chords especially in the jazz community which makes it waaay easier to create than melodies since it is just very structured and less guess work involved compared to making melodies.
modes and avoid notes help with melodies a little bit like the harmonic major is good for sadness and mixolydian with rock but in the end making melodies is just so chaotic and random and literally giving your music career to this random element of making melodies is kind of crazy to think about let alone make music with it
