When sampling vocals, what comes first, your chord progressions or melodies and then finding an appropriate sample? Or finding/tweaking a vocal sample then layering sounds around that? What works best for you?

I am thinking in the style of Giraffage, Odesza, Jai Wolf, xxyyxx, Flume etc

Of course I realize it's a mix of both. For me it's basically messing with samples and then writing around that. What's your methodology when trying to use vocals?
