I thought that the middle C ( on the first ledger line below the staff lines) is the note C4 on piano. So the C note within the staff lines should be C5 and on the first ledger lines above the staff lines should be C6, right? Please see the image below if I couldn't express myself ..

I used www.noteflight.com/demo website and used keyboard instrument with the staff lines and found it correct.

But I looked for "Twinkle Twinkle Little Star" for flute instruments in 8note.com

The key was C major and the range is C6-A6. But in the score, the C notes start from within staff lines. Shouldn't that C be C5 then?
Even I exported the file to midi and used a online midi player. Even there, the C note is C6.
My question is, shouldn't the C6 note start from the first ledger line above the staff lines? Why in 8note.com website, in the score for this song, the C6 note is within the range of staff lines?
