To make a melody interesting you often need to find a balance between dissonant and consonant tones (of course how much is a matter of taste). But when a melody is not interesting enough, one of the first things I try is to use suspensions to introduce extra dissonance. I find that adding suspensions is a very subtle way to increase the tension and rhythmic activity.
