Can somebody explain how or why when using an eq there can be parts of the frequency range above 0 dB yet output of that eq can be less than that, for instance -6 dB?

This is a dumb question I realize. I guess it doesn’t really add up to me though... is it as simple as 0 dB in terms of a eq means no gain/reduction.... even still that doesn’t answer my question. Maybe I’m not sleeping enough or something
