Do you want to learn music? Pay for a teacher and get a book he/she recommends. You'll get vastly more mileage from it, and you'll improve much more quickly, then puttering around without a clear direction. I wasted years seeking the cheapest information out there, reading conflicting information on forums and message boards about technique. Seriously, it's a waste.
Yes, you can be good if you're self-taught, but it's really inefficient.
Instead of buying a new instrument every two years, go learn from others, firsthand. They've already walked your path and they will give you the exercises and the motivation to do what needs to be done.
Is money an issue? Don't sweat. You can take a lesson once a month -- or less! The point of the teacher is to guide you. Spend your month focusing on the lesson material, then come back ready for what's next.
